MEET STEPHANIE
Overview
Council Member Stephanie Oddo was elected to the Laguna Niguel City Council in 2022 where she engages, empowers and gets things done. A lifelong civic leader, educator, and entrepreneur with business, government, and nonprofit experience, she ensures local government works for everyone.
Leadership & Policy Priorities
Since taking office, Stephanie has championed a balanced budget with no debt or new taxes, better fire safety measures, open space preservation, green bike lanes, affordable and accessible property insurance, and strong reserves dedicated to road improvements. Public Safety is and always has been her number one priority. Council Member Oddo is a strong advocate for protecting Laguna Niguel’s neighborhoods. She worked in strong opposition to the proposed Battery Energy Storage Facility and supported legislation to rein in sober living homes. She helped secured over $1.2 million in funding for our city including the Crown Valley Mobility Project at the I-5 Freeway (through Congressman Levin’s office) and for habitat restoration/fire resilience in the Salt Creek Corridor while serving as a Director at the Transportation Corridor Agency (TCA).
Regional & City Leadership Roles
Council Member Oddo has served in leadership positions on regional boards, including Chair of the Orange County Housing and Community Development Commission and Chair of the San Joaquin Hills Transportation Corridor Agency (The 73 Toll Road). She has also served on the City’s Investment, Banking and Audit Committee and council liaison for the Parks, Recreation, and Seniors Commission and the Youth and Military Support Committees.
Commitment to Youth & Education
Deeply committed to supporting young people in the community, Stephanie founded the Hidden Hills First Generation Scholarship through the Dana Hills High School PTA, lectures at universities across Southern California, and mentors students pursuing careers in government.
Lifelong Community Service
Stephanie has made a lifelong commitment to community service. She was the youngest-ever elected (in a 100 year history) to the Belleair, Florida Town Council in 2007 and re-elected in 2009. In that capacity, she served on multiple regional boards in Pinellas County, Florida. In Orange County, she served as President of the Laguna Niguel Rotary Club, Chair of International Service for Orange County Rotary District 5320 and Director of Government for the League of Women Voters of Orange Coast. Stephanie also served as President of Laguna Niguel’s Orange County Sheriff’s Citizen Academy, Ambassador to the Laguna Niguel Chamber of Commerce, founding member of DIVE (Diversity, Inclusion, Values and Equity) Student Affairs Committee at SMCHS, coach with the Laguna Niguel Youth Soccer Association and leader of Laguna Niguel Girl Scout Troop #3004. In 2020, during the COVID-19 global pandemic, she founded a mutual aid organization to help fill the gap of critical PPE for medical, nonprofit, and military organizations.
Personal Background & Education
Since the summer of 1984, when her family lived in Southern California, Stephanie dreamed of returning to California. In 2010, that dream came true when she settled down in Laguna Niguel with her husband and two children. Council Member Oddo earned a B.A. in International Politics from Penn State University and a M.A. in Latin American Studies from San Diego State University. Stephanie is very proud of her Armenian heritage, is a fluent Spanish speaker, and enjoys photography and spending time with her husband, Eddie, and their two adult children, Alex and Eddie.
